Berlin's SPD, Greens and Left Party open coalition talks after party conference vote

Mon 2nd Nov, 2026

Coalition negotiations between Berlin's Social Democrats, Greens and the Left Party formally began this week, following a vote by Left Party delegates on Saturday to proceed with talks aimed at forming a new state government.

The party conference decision clears the way for the three parties, commonly referred to as the Rot-Grün-Rot alliance, to begin detailed negotiations over a coalition agreement. Left Party members had debated the move at their gathering before voting to authorise their negotiating team to enter formal talks with the Social Democrats and the Greens.

Officials from all three parties confirmed that negotiating teams would now meet to work through a wide range of policy questions before any coalition contract is finalised. The talks are expected to cover budget priorities, housing policy and other areas where the parties have differing positions.

Party leaders have acknowledged that the negotiations are likely to be difficult given the gap between the policy demands raised during the election campaign and the funds available in the city state's budget. Each of the three parties entered the talks with costly proposals on housing, transport and social spending, but Berlin's finances leave limited room for new spending commitments.

That mismatch between ambition and available funding has been described by figures involved in the process as the central challenge facing the coalition talks. With several expensive campaign pledges still on the table, negotiators will need to decide which commitments can realistically be funded and which will have to be scaled back or dropped.

The Left Party's internal debate on Saturday added further points of contention to the negotiations, according to party officials, as delegates raised additional conditions and demands before approving the move toward government. Those additions are expected to feed into the coming rounds of talks between the three parties' negotiating teams.

Rot-Grün-Rot has governed Berlin before, and the renewed alliance reflects an effort by the Social Democrats, Greens and Left Party to continue cooperation in the city state. The three parties have stressed that their shared goal is to agree on a coalition programme that can govern Berlin for the coming legislative period.

Negotiating groups are set to work through policy chapters in the weeks ahead, with working groups typically assigned to specific areas such as housing, education, transport and finance. Any resulting coalition agreement will need to be approved by each party's own internal processes before a new state government can be sworn in.

Berlin's housing market, one of the most contentious issues in recent elections, is expected to feature prominently in the negotiations. Rent levels and the supply of affordable housing have been persistent sources of political debate in the city, and all three coalition partners have put forward proposals on the issue during their campaigns.

Transport policy, including investment in public transit and cycling infrastructure, is another area where the parties have staked out positions that will need to be reconciled during the talks. Climate and environmental commitments, long associated with the Greens, are also expected to be part of the discussions, alongside Social Democrat priorities on social spending and Left Party demands on public services.

No timeline has been set for when the coalition negotiations are expected to conclude. Officials from the three parties have said they intend to proceed methodically through the various policy areas before attempting to finalise a joint governing agreement.
